Dale Francis Kinney Obituary

Dale Francis Kinney, 86, passed away on Friday, April 29, 2016, at his home in Bettendorf, IA. A service in celebration of his life will be held on Monday, May 16th at Weerts Funeral Home, Kimberly at Jersey Ridge Road, Davenport, IA. Visitation with family will begin at 12:00 noon, followed by a service at 1:00. Interment will follow in the National Cemetery, Rock Island, Illinois.


Dale served in the military from 1952 to 1954, and then joined the civil service. He was promoted and moved to various locations during his career. In 1965 he became the comptroller at Savanna, IL Army Depot. During his tenure at Savanna, Dale was promoted to the position of Civilian Executive Assistant, the top civilian at the base. During his years at the Savanna Army Depot he and his wife, Ellen, lived in Fulton, IL and raised their family. Dale was involved in many civic activities including serving on the Fulton Community School Board for many years.


He received many awards over his storied career. In 1984 he received the civil service's highest accolade, the "Presidential Rank Award for Senior Executive Service" by President Ronald Reagan for his significant leadership contributions. In 1999 he was inducted into the Ordnance Corps Hall of Fame.


Dale will be dearly missed by his wife, Ellen, of sixty-five years, their children Jeanne (Don) Cook, Bettendorf, IA; Jim (Jean) Kinney, Antioch, IL; Jeff (Pam) Kinney, Chicago, IL; five grandchildren, Amanda Cook, Brad (Kristyn) Cook, Chris (Christine) Cook, Andrew Kinney, Joe Kinney; and one great-grandchild, Davis Cook.
